how does money alone make a country that much more powerful? And why do they plan to do with it

brought up from below--irt to China--it isn't the cash it is the economic influence. Remeber that rapidly increasing GDP--people--businesses and countries--want to be a part of that. So by decentralizing that growth and disassociating their economic influence fro their military power--what do they do to our military advantage? (Excuse me Mr. Gates, Mr. Xu here, sorry to bother you but do you know what just happened to the microchip factory? Yes, well unfortunetly everyone is afraid to go to work)
