Education Question

Ok I've been thinking. A dangerous pastime I know. What do you think would be an accurate way to measure the success of the educational system? Standardized tests? What kind? Literacy rate? College grad percentage? Graduate degree percentage? Mandatory testing for high school graduation? How would you determine the effectveness of our education system?
If this question is too OT just ignore it. All the posts recently got the wheels turning for me so I thought I'd pick your brains.
