Thinking about avian flu pandemic fear flinging

You can tell it's getting close to fall, because again the government pandemic flu fears are being raised. Last year, they had flu cases but not enough vaccine and people in panic that they would not be able to get their flu shots, everyone remember the long lines of 'at risk' people? Again we are hearing about vaccine shortages. And then, President Bush yesterday talks about using military to enforce a quarantine if avian flu pandemic reaches the U.S. My question is what is gained by keeping people in a continuous state of fear? Especially every year flinging fear of a pandemic and vaccine shortages? I am wondering what we are missing? Our attention is being diverted to this flu pandemic scare (not that I doubt it's potential for happening, somewhere sometime) I just feel like maybe our attention is being diverted from something that we should be more concerned about. Like a Supreme Court nomination of someone that has never been a judge. Or since I'm very paranoid about Patriot Act, for me it's our president talking about using military as enforcers of public health quarantines. It's like ok, what's happening that I should be paying attention to that I'm not?
