I think, as I said to Kristy, it's a hard issue for non-americans (or maybe just me) to grasp. I suppose British troops have been deployed on the streets in N. Ireland throughout most of my life, and therefore that seems normal to me.
When my dh gets home, I'll ask him if he knows whether the army is mentioned in the emergency plans here.
