Can't see it would work.

Wouldn't work though. It assumes terrorists don't have any adaptability. (Or cameras and an internet connection.)They just stop bombing places where the bomb can be explained away, and bomb somewhere more public.
And yes, you can have a news block even on that - but I think that would work the other way. If you knew that a terrorist bombing in New York would not, on point of principle, be reported - wouldn't that induce more fear? If then a terrorist lets a small bomb off, killing say, two people - what happens? It's denied. But people know, and people gossip, and soon everyone 'knows' that 58 people were killed, and the government has to continue to deny it, and the urban myth just grows. And no-one trusts the government any more, [not sure in what sense I use the phrase 'any more'], and the terrorists can recruit more idiots because they can prove the govt. is duplicitous, and in their lexicon this will be one more proof of their own rightness.
