Just because they ask, does that mean we say yes?

I asked Tom about this situation, but I can't recall his response now ...

A troop in distress (keep in mind they're one of our own) calls out for help. The call for help is answered with "No. Can't help you because it would be suicide for my own troop. You're on your own."

Was it their obligation to help at any cost? Is it ours?
