I was refering to the troops in contact question...not society or the world at large--but if I was in a near omniscient position to know what help was and was of unlimitted resources I would---but, of course, that help would be directed at the human condition and not a human---so, we are all are familiar with tell a child who has asked for help to do it themselves, as the experience is more helpful than us doing for them. On a grand scale, that becomes very complex--particularly when people are on opposite sides. In the "drug war" we ran into this all the time--helping the poor in SA was often directly in conflict with the mission---so hearts and minds says "Help the farmer grow more efficiently" But the most efficient crop he can grow is coca---
