A guy not cooperating assumed to have a deadly weapon has always been a case for deadly force with police . So that hasn't changed post 911. It's always a judgement call isn't it? Now has their judgement changed post 911 that's more subjective.

What if the guy had a bomb and the Air Marshall hesitated and boom. Would we be discussing the fact that someone sucessfully detonated a bomb with an Air Marshall on board and are Air Marsahlls ineffective against terrorist or did this guy just fail to do the job he was trained for?
