You mentioned the National Constitution Center, I would guess my favorite would be eith John Adams or Ben Franklin.
THe original intent was, I believe, to keep the military together--though I was in on that part of the planning so it could have bee a ruse. But I think that trying to start from scratch was a lot more difficult. It would have been easier to keep the military formed. I don't know if that would have helped with the insurgency as I am not sure how effective the old military would have been. When we were doing the planning a lot of consideration was given to anything that you were going to destroy as it applied to the restabiliazation. So, for instance, a natural target like communications infrastructure was largely off limits to targeting, because it would be too important to the rebuilding process. So we thought about that with regard to infrastructure--but didn't with respect to public organizations. It would seem that as long as the military was compliant, it would have been better to keep them formed, even if you didn't use them in the first year. Really, there weren't any good options once the plan was executed.
