What right to expect rescue?

If a person has refused to evacuate in an emergency, to be cold about it, they don't have a right to expect rescue. But they will be rescued because it is the humane thing to do.

However, I believe in Alaska, when mountain climbers climb when conditions are hazardous and they have to be rescued off a mountain, the State of Alaska sends them a bill and pursues collection of bill, for helo time, fuel, and pay of rescue crew, when they have had to place their lives in danger to rescue people who should not have been on the mountain in the first place.
