I think that individual acts owuld not impact national strategy as long as the nation didn't let the act slide. The worst case is that the individaul takes it out on a random person based on ethnicity--that causes problems as you might imagine. But even if it is the correct person, the perpetrator must be held to US law. For instance, I have frequently been asked about torturing suspects--whihc I a vehemnetly against. What if it saves a million? Still against it. Then, what if your childrens lives were at stake? Yep, absolutely I would torture the crap out of the guy (and in fact, I would do it for a lot less)but--I would then stand in a court of law and plead guilty to the highest crime I could be charged with
