As I understand it --- the issue boils down to ...

a British COMPANY --- a corporation --- was managing the ports --- they sold to a UAE company that is owned by a COUNTRY.

So the major rub is that the management is moving from a COMPANY run contract to a COUNTRY run contract and it's not sitting well with some people.

However, the ROCK in this ROCK and a HARD PLACE situation is that if the US does stop this change-over now we stand to offend a 'major ally' in the ongoing WOT ...
although on the other hand --- as a working, independant, opinionated WOMAN who drives herself to work -- this major ally offends ME everyday ......
