What part does the WTO have in your thinking?

I ask this after hearing on the news last night that in 1976 when Congress passed the 'fasttracking' of trade agreements. That a part of belonging to WTO allows them as a part of trade agreements to bring before WTO plans to have WTO force US to allow more foreign workers on VISA's into the US. The newscast stated India and China are planning on taking their case to the WTO to force US to allow more foreign workers into US to work in high tech jobs.
