And it is so hard to figure out too...so I just claim I have one, am left alone and then blow people up?

Or better, claim I have one, no one believes me, and I draw a crowd to increase the damage.

Situations are dynamic are they not? Terrorists aren't stupid. Once they see what gets ignored then they can use that tactic.
