it is all leathal force and it can be slow, so you can't win...legally--rationally it isn't a bad idea--you suspect a person of being a suicide bomber but aren't sure--so you whack her with a tazer---if she is a suicide bomber the tazer could set of the firing sequence--if she is not but has a heart condition, you kill her---so, basically, even with "less than lethal" weapons, the rules of engagement are based on the likelihood that someone will die from the emplyment of them
