that there is major differences between the different branches way of thinking.

Army/AF - If it's not specifically allowed, it's forbidden.

Navy (and sometimes Marines) - if it's not specifically forbidden, it's allowed (from the days when ships were out of contact for long periods of time and therefore more or less autonomous).
