Do other countries have a warning system?

I am not knowledgable enough to say yes or no about most other countries. However, I do know a lot about Israel. Having a warning system in that country, is just pointless. It is each man/woman/child for themselves...

So why do we not take that attitude in this country where terror and death from it are neglible? We are too comfortable in our saftey and pardon me, but we are damn lazy! Why do it for ourselves, when our politicians make us think they are doing it for us?
