wear the uniform of the day, unless it is specifically prohibited for force protection. You can wear anything "dressier" than the uniform of the day--so, if the uniform of the day is whites, you can wear dress whites. In the old days, you usually had to wear the uniform of the day the first day in port--then you could wear civilian clothes. If you are in port for a specific even, like fleet week, you usually have to wear the UOD. If you are in a Navy town, not a lot of sense in wearing your uniform unless you want something thrown at you---in a non-Navy town you must carefully way the possibility of a terrorist attack against the possibility of someone buying you a drink----
