the first problem you have is that this would be handled by the French who have excellent special forces--but, since it is in Le Havre, it would probably be handled by their police--okay, but assuming that side is all covered, if I was going into Le Havre, I would go in on a yacht or a commercial tug and pull right up to the dock. I have always been and indigenous vessel kind of guy...okay, but if you had to do it underwater, I would do it with the ASDS which is our new dry swimmer deliver vehcile. That could go right in Le Havre under just behind a commercial vessel and put the swimmers within a few hundred yards of the target. The assault force could then lock out and make the swim to the target and take it down. Oh, you would definetly have a sniper team with eyes on from a seperate location to provide info and overwatch
