War on Germany

President Roosevelt got Congress to approve of Lend/Lease to England. We sent military hardware to England in merchant ships that were torpedoed by the German submarines. President Roosevelt wanted to go to war against Germany long before Pearl Harbor was attacked but groups such as 'America First' led by Charles Lindbergh wanted to keep America out of the war with Europe at all costs. Japan signed treaty of alliance with Germany and Italy. When Japan bombed Pearl Harbor the Congress declared war on the Axis powers. Again oil played a major role because U.S. was blockading oil shipments into Japan, blockading a country is usually considered an act of war. So from a Japanese prospective they were within their rights to bomb Pearl Harbor where the blockade ships were based.
