it would appear so--the problem is that the higher in rank you get the more your promotion depends on what the people above you think of you instead of how you do your job--turns the selection process more and more into a personality contest than a performance contest--the way you make the people above you happy is doing what they want, instead of doing what they want when what they want is right and doing what is right regardless of what they want--and it just gets worse when the selections are being made by the civilian leadership--so particularly in the peace time military, it gets ugly at the top--OIF offered into evidence
