She's not saying they didn't give Tom's exact answer. She's saying THEY DIDN'T UNDERSTAND THE QUESTION, much less how to answer.

I believe that is what she is trying to ask Tom is how do we get information out at a level that all can follow? If people don't understand the question, how can they answer at all, much less give an informed answer?

Now this is my opinion of her opinion, and she is welcome to correct me :)
