POTUS had already declared assistance - money and support services - 48 hours before Katrina hit and he couldn't do that unless Governor of LA had declared State of Emergency. It's totally relevant because the Fed can do nothing unless State calls for assistance... hope I am not repeating this from earlier on the board.... the law of state supremacy in issue of state of emergency came in after the Civil War. Yep you are right - I should have said US in State of War no Emergency - oops!
