the short answer is that the founders designed the government so that the power would recide in the legislature--they never intended the executive branch to be able to wield power. The reaon Representatives were given short terms was to keep them in touch with their constituits and nearly always at risk.

I think that you hit it on the head that as life increased in speed, the expediant way to speed up government was to shift authority to the Executive---but that came with the unintended consequence of distancing people from effeciently inputting to government. Accountability ought to exist in the person---sadly it is not--and when I figure out the answer to the last question--I write a best seller!
