It is a little more stringent than I might have let on--I am sure there are residency requirements etc. But as with Mr Lindh,John Walker etc being an American citizen isn't a fool proof screen either...If I was to hazard a guess--I would say this "tradition" had its start in the earliest conflicts of our country--Major General Gilbert Motier, Marquis de Lafayette comes to mind as do the famous Indian Scouts.
