I don't mean to sound unempathetic, but the Red Cross is far too beaurocratic to pull people up from the ranks. Plus, philosophically, I think this is a Federal Government problem not an volunteer organization problem. The Red Cross's primary roll is to feed and shelter, which they are doing well--my experience would be more aligned with FEMA
