But when it all comes down to it, intell is a hypothesis, so it is just one piece of the decision making process. Using intel has a "grade" associated with it as to its reliability and timeliness. A lot of time, what we do is try an establish conditions for when we will act, so we can be more predicative than historical--so, "when we see this, then we'll do that" (See being figurative of any type of input electronic, human, etc)
