Our charter was pretty fluid but basically we were charged with developing future concepts based on predicatable and unpredictable changes in the future--so, for instance, we would pick a year 2015 and do a bunch of thinking on how the world would be different in 2015, then we would think what we would have to be able to do to be successful in that world, then we would think what we needed to start doing now to have that ability in 21015. That would be one "Spiral"--there were sometimes 15-20 spirals in a concept. If you read CNOs comments on NO, he mentions "the future of seabasing"--seabasing is a concept that came outof our work based on the belief that in 2015, we would not have a large overseas land presence.
