hee hee, o gosh, I know how funny that sounds---let me catch my breath, okay, seriously, the way it should work and use to work is that the executive would present either the problem or the problem and a solution to the legislature who would then come up with the legislative solution and give it back to the executive---but, we have gotten so use to not expecting much from the pols that that wouldn't work--so, the manuscript is voiced for the general public because that is where the leadership has to start
