Okay, so--the promotion rate is set by the senate--basically 7 out of 10 LCDRs will promote to CDR. This number is determined by the legal number of CDRs allowed in the Navy. So, if there can be a 170 CDRs in the Navy and there are 100 CDRs In the navy. ANd there are 100 LCDRs up for promotion, then only 70 or 70% promote
