Many private security and law enforcement from outside of Louisiana are most likely being "deputized" as special Deputy US Marshals. US Deputy Marshals have the widest law enforcement capabilities in the USA. They can pretty much arrest anyone in any state. Dave believes that only the US Marshals can actually put the cuffs on a sitting US President (please.....this is only an example to illustrate the broad powers that the US Marshals have....not a comment/opinion/personal preference/or ANYTHING about the current President)
Per Dave, Louisiana has Concealed Carry Laws. So if a citizen has this permit (from Louisiana or another state that has reciprocity with LA), there is NO REASON that a private citizen could not carry a handgun in self defense/protection of property. A caveat to this: Even if the state has "special emergency measures" (state of emergency), this should not infringe upon the constitutional rights of citizen.....but that's not always the case.
