a CF is a situation so totally screwed up it needs to
be scrapped and started over. Take New Orleans
disaster response for example.
No record of GF is available - but "Goat-Rope" is a a
situation on a clear path to being a CF, but still in
the early stages so that it can be made fun of, b/c
the impact of the CF is not fully known to all...Take
FEMA 72 hours prior to Hurricane Katrina strking.
