that each branch of the service wants special forces that answers to them!!! For example the SEALs do not want some AF Col. telling them how do a job that they are clueless about! It would be like me telling Suz how to write her books when I am not a writer, or her telling me how to be a dental asst/technician. But really it comes down to power---no one wants to give control of their forces to another branch of the service. You wouldn't want your kid's teachers making life and death decisions for your children would you? That is my over-simple answer.
