You can't

not accept a promotion as an Officer. It is akin to disobeying an order. After Commandoes came out I had a lot of calls from kids wanting to become SEAL Officers I told them that they had to decide if they wanted to be SEALs or be Officers. If they wanted to be SEALs they should enlist--they are guaranteed a chance to become a SEAL.

I was uneducated (graduated from SU afterall) when I joined the Navy. I wish I had recieved that advice. I would have preferred to have enlisted, become a SEAL Operated and then gone to OCS (Mustang)--I enjoyed a longer than usual operating time because I did the EOD thing first (Yes I consider that operating), then the SEAL thing and then, oddly, because I failled to promote, I got to go to Iraq and eventually take command of the NAVSOF Afg Task Unit

your Dad's situation was different. He didn't want to volunteer to become and officer, so kept his enlisted rank--congrats to him!
