That model - of cooperation and shared expertise between different branches of the military - seems ideal (jmo, of course).
Of course, Tom has a point too - about embracing inevitable change in advance so that you have input and control vis a vis the outcome. Not a great example, but my husband was very unhappy when his male boarding school went coed. Twenty years later his daughter applied there - it has been a good thing for the school ... and they worked to make it that way (with planning, involving students, parents, alumni). So I guess I can see both sides.
